
By assignment and on behalf of the Presidency of the Regional Assembly of Lombardy, IREALP has carried out research that examines the Lombardy mountains, The Alpine area in particular, in the form of an in-depth inquiry. The aim of this task is to collect, more than forty years after the founding act of mountain communities, information on "high land" socio-economic development.
For IREALP, Carlo Caffi carried out his research in collaboration with a team composed of Fausto Gusmeroli, Vincenzo Angelini, Dario Kian and Marco Scuratti.
The research is divided into three parts.
The first gives an account of the evolution of the regulatory framework that has affected the mountains since the 1970s to present day.
The second part, in order to recognise the diversity of the various Mountain territories, provides an index to characterise the municipalities with a specific indicator, which basically takes into account the "degree of glamour/attractiveness", thus avoiding an unjust comparison between what are often very diverse situations.
The third section is devoted to the evolution, over the years, of some socio-economic indicators and the consequences that they have had on the territory.
The research concludes with some suggestions, useful for defining new policies able to bridge the growing gap between marginal areas at risk of depopulation and strong areas.
